If I learn HTML and Css I will be Web Design and Developmer or I have to study java script and PHP

what is the consequences that I have to follow it

You will be web design, because HTML and CSS are not programming languages.

It's better to know both of them (design and development) because it's more easy to find a job.

The consequences are that you will be more limited if you only know design.
Usually, a business want to hire one person who can do both.

Also some fancy animations its not posible to achieve without javascript. Some conditional sequence of animations for example. Most of job offers this trio html css and javascript. But nowadays its also important to have some knowledge about popular frameworks like Less, angularJS, react, etc...
