best for new programmer kali or Ubuntu linux? or windows

i think windows is easy to give us what we want but in linux we have to search do more than Windows and we can learn more in linux then what is best in linux kali or Ubuntu?

Your question rather attracts opinions than facts. So here's my opinion: I would go for 64bit Linux over Windows. Linux often provides programming libraries to install via package manager, the compilers are faster and better than MSVC. Also the file systems are faster, if you want to use compiler caches etc. Personally, I use Ubuntu and Windows since Windows is a target platform. Don't know Kali. Would go for Ubuntu 14.04 as this is more mature than 16.04 until the updater gives you the option to upgrade to 16.04. I don't know if you can do C# sufficiently on a Linux platform, though.
