How to make an AI chat bot?

I'm trying to make an AI chat bot. All I've found is to make a huge database of questions and answers and matching user inputs to provide a valid response. Is this the right way to make an AI chat bot? Or there is better ways or algorithms? If you know please let me know! :) Thanks!
