Instead of making table in html, why we can't just put the image of table (made using Any photo editing software)

Yes, you could put an image instead of <table> stuff, but you will loose the benefits of having a text based structured content, easiest editable, with semantical meaning, and the image sould be heaviest to load than only html code and so it would require more time to be loaded/displayed to your audience ^^
