Should web games be made with JavaScript?

Yes, they are made with Javascript. If you want something easier you can use a Game engine as Construct, which allows you to create your game visually (although in that case you would not be programming, just giving a few clicks and placing elements).

If you mean .io games then yes, javascript, html and css are your friends. (And SVG's of course)
