Launching my first website ?

i want to launch a website .. what papers do i need for launching and how much money and HOW i do it!?!? .. and,, for deepWeb site what i need , what i must learn ?

You can buy a raspberry pi (ca. 40$), install a linux OS with nginx or apache as webserver and use noip (for example) for a free domain. For deepweb i think you'll just need to change your server configuration
