a responsive website adjusts it's content corresponding to the client properties (like browser size, device, user interaction with tab/click).
an interactive website provides content regarding to user input. Facebook is very interactive.

an example might be any kind of news page that provides only articles without much interaction. this page can be responsive, if the content realigns to the best possible layout when you change the browser window size (mostly width)
