If I learn all the basics from the c++ can i create my own software

Lets say you wanna make windows apps then
after learning the basics of C++ you will also have to learn some libraries of windows development with their custom functions etc , with the help of which you can create apps .

So, no! you will have to learn more but if you understand the working of C++ then learning those libraries won't be tough .
