Is it necessary to learn HTML, CSS and JavaScript before you can write a website?

Yes, it is necesarry, because the browser understand only Html, Css and Javascript. So you need to learn them in order to create websites.

Well, I would say that if you want to build a dynamic and high standard website you need to know all three. But you do not necessarily need to know all 3 before you start. You could learn HTML and the basics of CSS and then learn the rest and JavaScript as the need rises... I actually prefer this method because that way everything you learn will stay because you will be using it immediately
