I NEED HELP WITH PHP!!!!!!

Question

I have windows 10 with sublime text 3. I can’t connect to the internet because I don’t have a modem. How do I run php in the occasion that I can connect to the internet somehow?? I have asked this many times before and none of the answers have helped. Please help me

Download WAMP Server (Which stands for: Windows Apache MySQL PHP)

http://www.wampserver.com/en/

Then create an index.php in web root, once your localhost web server is running.
