What are some of the hardware and software do people need to start programming?

For example: I am interested in playing pc game like Project IGI yet I wondered how it is being programmed. Does it require some special hardware and software to program it?

You need a game engine to create a game like that. Ex- Unity, Unreal Engine. And i don't think game source codes are open source. You are gonna still have a bad time figuring how they compiled the code in the engine they used.
