Ok, now I got what you want. Zip your program with a password. To unzip it, you need the password. But an unzipped version can be distributed.
So it's just safe as long as you trust every person with the password.

The protected keyword has nothing to do with security or passwords.

You can but it's harder than making everything 'protected'. ( ;
You need to give people product keys after payment and validate those before sending the program to the client or answering a request to your web service.
