What is a best practice of building web applications between using php and php frameworks?

In my opinion it depends on the knowledge you have of the programming language to use.
If you are new programming maybe it would be more interesting if you started programming your website without using frameworks.
And when you are familiar with Models, Views and Controllers, then you can jump to a framework.
Remember that a framework is a way of working to follow development guidelines, etc ... so you will have to try different frameworks until you find one with which you feel comfortable.
You have the option of microframeworks for example for the development of RESTFUL APIs such as SLIM.

If you are looking forward to learn php by developing a web application, you can choose not to use frameworks. But, if you want to build an application quickly, frameworks are the easier way. Check out codeignitor or laravel.

I have not used laravel personally, it's one of the commonly used frameworks though. I worked with codeignitor and it's great.
