What would be best study plan for matured (as in age) people wanting to learn (self-learning) programming?

In this fast pacing world where one has a lot of responsibilities to meet, what would be a good approach for a 30+ adult with limited access to internet and a reliable tool (computer or smart phone) in learning a programming language to become an app developer for a start.

I think the best start would be developing a programmer's way of thinking first by learning (basics of algorithm & pseudcoding &flowcharts) and then you can start with C++ , that's what I am doing rightnow & if anybody have better ideas let us know , thank you
