How much experience does one need to have before being hired as a programmer ?

It varies based on the job market. If the company can't find anyone to hire, they lower their standards, until they do. I've hired people that didn't know anything and trained them to program because I couldn't find people that could program. It is worth applying for any job looking for a year or two of experience. You might get it with none, if nobody better wants the job.

Honestly none, cause junior developers are not expected to have years of experience, just decent knowledge of the programming language of interest for the employer.
