Your school grades are much more important to your future than learning programming so that should be your first concern. However, there will be downtime when little can be done. Even without access to technology, you can program in your mind. Use those spare moments that become available to figure out how you would tackle a problem.

Practice and learn as much as you can when you have free time. Keep it up enough and go all out when you find the time. And coding by hand, when you are out and have free time, is beneficial as well. Just find a way to work it in.

I definitely wouldn't recommend prioritizing coding over school. Get all your school work done, ace those tests, then when you have free time work on coding.

Use every spare moment that isn't already consumed by school based activities to your advantage.
