with just html you can't make a game.
To make games you need script languages like JavaScript. HTML is just used for the structure

A similar looking language XML is used for Android mobile applications development.

You can also use HTML to make mobile apps, not just web pages, but of course you will always need to use Javascript to give intelligence to your HTML.
