Depends. What kind of device?

Programming for different devices or platforms requires knowledge on the target device and the programming language being used. In other terms, it is important to know of the criteria and compatability of hardware and software - as opposed to electricity itself.

Victor Nzube Java and C# are good choices for cross-platform. JavaScript can also be useful on multiple devices.

Victor Nzube Geberally, lower-level languages (such as C and C++) are the fastest. I would recommend C++ for dealing with electricity.
