You mean a webiste? Then HTML and CSS.
You mean a mobile app? Then something like swift or andriod.

But a desktop app and mobile app can also be javascript only. Just Google for the requirements you have and see what kind of things make that possible.

You can develope mobile apps using react native with JavaScript
