I agree with the above practice enroll on a course buy a good well known book. Get to know other people that are really good at it and get hints from them. share your codes so you can get freed back. you may also want to setup yours self a project.

Last year I knew a bit of CSS, but when I started to learn I set my self a goal and my goal was to build my self a framework, and it took me a lot of reseraching and coding almost a year but in the end I know have something pretty good to build sites it not finished buy I keep tweaking and getting feedback. The best (for me) is to learn things progressively and practice constantly.

The goal that Ben mentions is a very good project. You can also try to emulate designs from known sites, I've done that and learned a lot.

Also look at other websites and use the developer tools of the browser to inspect and look at how they do their CSS.
