Both HTML and JavaScript are handy when it comes to web development.

Although JS adds interactivity to web apps, and it's is widely used because of its various framework like Angular, React, Vue, Ember etc. But it would not have been possible without laying the foundation (HTML), hence HTML is the highest web dev tool.
