Embedding Custom Cursors

Question

I am building a personal website using HTML/CSS/JavaScript, and I am trying to use a custom cursor set. I have .cur and .ani files for the cursors, but I can't figure out where to place the references and which properties to associate them with. I'm not even certain whether I can embed cursors into a page in the first place. Any advice leading to a solution or an answer confirming this is not possible would be much appreciated. Thanks!
