C# Xamarin for mobile, WPF for desktop apps, C++ Cross Platform or Java (JForms, AndroidStudio).

If you're newbie, don't focus on a platform, learn console or forms apps, with C++, C#, Java, Python or the language that you want (I recommend object oriented languages :P).

Start with Python. You can learn functional programming concepts,object oriented concepts etc in Python. Just start by installing Python for your Platform and start coding. For a newbie Python is best. If Python doesn't interest you go for C language. But first start with Python.

Edit : As a newbie learn one thing at a time so things don't mess up.
