Is it possible to develop a operating system with just C++?

How long have you been programming? Operating systems are super complex. I don't know how to make one, but C++ has a standard library that has to be obtained from somewhere like downloading the JDK for java. So I am not sure how creating an operating system in C++ would work. That is just my thoughts using logic, they could be wrong
