try not to choose a potable, choose a medium machine (processor, ram, rom / hdd, gpu / vga, and most important is the mainboard for easy upgrade)

Depends on what you want to program. If you are dealing with huge matrices and images, a lot of RAM and large HDD is nice. For simple programs any potato PC will do :)

Depends. For general Linux programming you want 1-2 GB + 1GB if you use a distro with systemd + 100-2000 MB depending on how much your window manager/desktop environment eats up. An HDD will be fine and the processor isn't that important but going for a new gen i3/Pentium/AMD equivalent is a good rule of thumb. On Windows (particularly Windows 10) you *need* 8GB of RAM and an SSD if you want to do anything serious. As for a processor, an i3 may be fine, but I'd only really be comfortable with an i5.

If you are web developer and learning, pick one that supports browser and text editor... 😃 For web, you won't need a beast...something 6-7 years old is just fine... 😂 Later, you will become spoiled and will "need" Mac... Later on, you won't be able to function without 2 monitors... 🤓 Don't know yet what's the next stage... 😉
