Is there any developer working on to build a computer that understands english instead of relyinh on computer that uses binary ?

No. Computers operate using on and off switches (0 and 1). English wouldn't work because it has too many options. A single ASCII character is one byte or 256 values.

just like it is made to understand 0 and 1 cant we make it understand alphabets. Cuz initially it didnt understand 0s and 1s,it was made to understand.

Phurba Sherpa 1s and 0s are simply switches. Unless you want 26 state switches of sorts.
