CAN ONE LEARN HTML(JS, CSS, BOOTSTRAP) AND BE SUCCESSFULL WITH IT AS A JOB OR CAREER???

Certainly. There are many web developers. However, I'd recommend that you learn more of it than just that and become more well-rounded if you're going into that field. As well, always "wet your finger and stick it in the air" so you recognize the direction that things are going so you can further learn things as things change over time.

To get a job as a web designer, these skills are mandatory, this is also a creative job, and if you are also good at design, you would surely get results. Learn these languages not just for sake of job but as if you are truly passionate about it. Make some samples so that you may show up during your interview. Let your work speaks for you. Go ahead, learn and make beautiful creations, let people enjoy your creations.

As a web Designer. Yes. But as a web developer, you need more than than. Try and acquire more knowledge in logic programming. Also c#, php, sql, etc.
