Which programs do I need to design a complete Dashboard for users with front-end functionality.

Question

I want to design a platform where users can setup their profile and at the same time, have the ability of posting articles to the front end of the web site. What I have in mind is a system where writers can post their articles and get reviews and update. But am still confused on which programming language to use. I have knowledge and experience on html, Css, Javascript, plus a little basic knowledge in Php and SQL.
