Why do I get the message challenge limit reached when challenging a friend but some how I can still challenge others

Guys any ideas on how to fix this

bcoz there is particular limit for that specific person if you want to challenge other person then he also has that specific limit....for eg. a=1 and b=10 ,c=10
if (a<b)
1st person //it will stop at 9;
if (a<c)
2nd person//it will stop at 9;

You can give 14-15 challenges to a person.. After which you will reach a limit..
