first HTML, CSS and JavaScript are only for Web designing (client side) and the web developer means server side so , with the knowledge of HTML CSS JavaScript it is impossible to be web developer , to be web developer you should learn:
✔ pHp
✔ SQL
or
✔Node.js

Your next step is to take what you've learned and start building a portfolio. Your skills are only valuable once they are put to use for another to consume.
Learning the "next thing" will help you expand your skills, but you must have practical experience and real-world solutions as a professional, so make sure you spend a LOT of time writing, not just learning.
The only thing I would suggest adding to your basic toolkit of HTML, CSS, and JS is Git, as it is very important to be comfortable with source control, both for your own personal web development and especially in a development team.

I think you should define what could be your professional focus.
The first question is: backend, frontend or fullstack?.
The second one: Only web or mobile aplications too?
The answers of this questions will give you a better perspective of this.
