To create multiplatform programs which of the three programming languages is the best?

Is it true that Visual C ++ is faster than Java and Python?

as I know, c++ is the language nearest to the machine of these. that means, that it is the fastest.
But C++ has platform specific libraries, Java can used on every platform with a jre. About Python I am not sure.
