How are challenge points determined?

Question

I guess I should know this by now (and thought I did) but I'd like clarification.

Wins of high level vs low level players earns a few points, while losses are 5 times that. I get that and am good with that scoring. But why does a loss against an equal level player (like Mod with even more XP) result in high loss and other same level players are few points? Is the scoring algorithm published somewhere?
