xamarin doesn't support much on C++ by the way, it supports C# and F# more. Try Visual Studio Community and download the C++ package. Or you can just download Code::Block alongside with VS-C.
To answer your answer : What happened? If the installer didn't run, check that you downloaded the installer for the correct platform and bits. If the app didn't run, it's most likely just an issue when installing the thing, try to repair it using the installer or uninstall and install back.

thanks i have downloaded already I need it to program iOS apps
