PHP is a serverside language, meaning it runs on a server computer, allowing it to save and edit files on the server. You can use it to save form inputs and comments by a user, among other things. For web developing, I would learn CSS and JavaScript first. PHP can come after. PHP can be replaced by node.js, if you prefer the syntax of JavaScript.
