If you want to get into IIT, you must clear Jee Mains and Advanced which certainly requires in depth knowledge of PCM.

Engineering colleges including IITs don't offer only a single UG course of CSE they have multiple courses. One may persue circuital branch, mechanical, biotech, chemical, cse , ai , anything in between and a lot of other branches. Now you may not require exactly so much knowledge to begin with a particular branch because you wouldn't need most of it but think from their point of view, how do they shortlist students?
In whatever case, what they do seems to work for them
