Yes, if you don't want to write code as text, you may use block coding, as HAPPY TO HELP said. I started myself with block coding, and I think Scratch is not a good choice cause it hasn't enough "blocks". I'd recommend GameMaker Studio. 1.4 isn't available any more, but you can get 2 from yoyo games website:

You can do really many things with GameMaker and it's easy to use. It uses block-level programming, but you can use also blocks with code (code-blocks with code you write) that uses GameMaker Language (gml). With them, you can make your game even better, but they aren't necessary. If you are going to use block-programming, GameMaker Studio 2 is a good choice.

But GameMaker is used for making games for computers (you can also make console and phone games, but you need to spend money for it).
