It is completely dependent on the job market in your area. If the company can not find anyone to hire, they drop their standards. I was so desperate that I hired people without experience in the past. Even people with decades of experience need to be trained to work with your system's code and coding methods which could take a month or so. Adding a language training to that doesn't really make a huge impact, since you are paying them much less.

There are companies that are willing to train you for a job, but usually they usually require you to have previous knowledge in other areas or programming languages.
