nowadays lines between programming languages are more and more blurry, if you learn one you can really easily transfer to another one

well every language is "effective" as long as it is turing-complete (even sometimes when it isn't) so to answer the other part, imho the easiest language to learn is ministringfuck due to it having ~2 commands only
