Can a beginner become a developer by just learning from sololearn course only?

Sure you can, though you have to do many assignments, too.
SoloLearn provides you with the best step by step lessons out there, you can learn and answer quiz questions, which helps to absorb the theory better.
During the course, you need some practice, take a look at the Coding Challenges sub-section in Learn section of the app. There are tons of coding challenges with submitted solutions from others.
Also, if you are already a good beginner developer, feel free to take part in weekly coding contests, more advanced challenges than usual assignments, requiring some good coding and problem-solving skills.
This way, you can become an outstanding developer some time in the future.

Sololearn just teaches you the basics of available topics.
You can call yourself a dev if that satisfies you.

Sololearn only gives you an overview of the general concepts.
Calling yourself a dev requires a certain level of proficiency which I'm afraid Sololearn doesn't offer.
You've got to look for external resources

I think of it this way: Sololearn teaches you how to ride a bike, not how to be a professional cyclist.
If you want to get serious you are going to have to go beyond this app and make your own applications, and learn theory you can only get in CS textbooks. But, for your first steps, Sololearn is great.

but, if you want to dig deep, then you should refer a standard book also.

You have to start somewhere...Sololearn is a great place to begin...I guess ultimitly it would depend on how dedicated you are and how quickly you learn...maybe your a natural!

Not quite: Sololearn lessons only give you the building blocks, the essentials. Being a dev requires much more than that. The best way of achieving that is practicing, asking other people, stackoverflow, experimenting, watching videos. But remember that this is a continous spectrum. There is no specific point in which you become a dev, so it's really up to your goals.
