What's the best IDE for php programming?

I'm planning to propose a new data entry system for the traders in our company, but as I'm new in php, I wanted to use some tools for rapid development (drag & drop, etc). Could you, please, share your opinion and thoughts about it? Sorry in advance, if my question sounds quite stupid :) Best regards!

download xampp too along with if not already it will give all necessary software's of PHP database plus server

as a text editor sublime text and notepad++ are also great for php

I tried coffecup and there is php-editor a good alternative to it

Oh, thanks! :) Yes, I'm aware of xampp, I have the portable version of it. It installs apache and others. As IDE I tried Wakanda. It sounded easy and user friendly, but it's based on javascript and it's hard for me to customize it :)
