It's important to understand that PHP generate HTML and send it to your website, so depending on your question, you can't. If you add an example here and are more precise/clear with your question, I can go in depth. Enjoy :)

Yes you can. I wrote an PHP script that just runs on CLI and echoes informative text to console that is served in no webserver. I just need PHP and it's extensions for script execution so, no HTML is generated. PHP website stands "popular general-purpose scripting language that is especially suited to web development" so is not "exclusive for web development".
