Do I have to study JavaScript before studying bootstrap or bootstrap before JS

The Javascript plug-ins for Bootstrap are optional, so I think it's fine to learn Bootstrap 3 or 4 before Javascript if you're really excited about it. :)

FYI - Bootstrap also uses the jQuery library, so I'm not sure what all this "not jQuery" stuff is about.
