Note:i don't wana harm wiki copyrights but i just want to practice my skillls so can i copy Websites like wikipeadia for practice woth atom and sublime ofline?

You can copy whatever you want offline. You can even upload most things to a live version as long as you - give credit to the original, do not monetize in any way, state it is for learning purposes

Always read the terms of service for the website. One cannot generalize safely, even if the likelihood of getting caught and anyone caring enough to spend money trying to enforce their rights is low if you fly under the radar.
