If you want to make a search engine of any value, it will require a lot of work (natural language processing, databases, etc.). The beauty of Google over its competitors is the simplicity of its front-end (initially, it was basically just a search bar -- maybe some settings, if I remember correctly).

If you want to make a search bar for your website (powered by a search engine, such as Google for example), that is much simpler, but a very different question.
