php and python both are best scripting languages, both have their advantages and disadvantages.
1. if you are new in programming then 100% go for PYTHON.. very easy and fast in the favour.
2. if you have some experience in programming then surely go for php(powerful and most popular scripting language)

You can use the one you like the most. Both are good and have good frameworks for web projects. I feel comfortable using php, for example.

Firstly you should Specify your field, do you want to be front-end? or back-end?
if you want to be front-end you need to learn HTML, CSS, and JavaScript
but if you want to be back-end well I don't know much about it but of my knowledge, you need to learn PHP.
