what things is needed to make a game? Is there any software to make a graphic games without knowing any programming languages.

You can use Unity, c# it's an awesome way.

unity engine, unreal engine for easier start, or just pick an openGL/Vulkan/DX graphic library and build your engine around it. The latter one will force you to understand how graphic rendering really works, while using an engine will kickstart your game development.
