You don't have to do this, but as a suggestion:
I think it would be really helpful if you personally broke the problem down into steps (let's say, with three discs) and then explained the algorithm that someone must implement. Then it's just learning what control structures in Python get you there.

A key phrase here is "...now you have a smaller version of the same problem...", because it shows how the smaller problems are exactly similar to the bigger one.
