Is it correct that to learn any language we need a basic knowledge of HTML ?

No, it is not. Everything you need to learn a language is your wish to do this. Still, almost every course here explains the basics of programming (cycles etc.) so you don't have to learn any other language than the one you want to learn.
Except, maybe, for CSS/JavaScript as they can't be used outside of HTML tags.
