What is the most recommended?

Have a university degree or experience in programming without any title (engineering or bachelor)

The most recommended is having both. Anyway, you can work without a title, if you are good enough.

Usually having a degree means more money. But in having 2 to 4 years of professional programming experience is considered the same as having a degree. That is why most programming positions will require a 4 year degree or equal experience. With that being said do not be afraid to submit your resume for a job you feel you are not qualified for. You would be surprised how often people get hired that do not meet the qualifications on the job posting. As with any programming job you will receive a programming test (usually a written test and an oral test) if they are interested in you.
