Every programming language has its specific features.

It's not a correct question.

If a language be absolutely better than another, so there is must be one of them. not both!

For some purposes it's better to use PHP, and for some purposes it's better to use Python.

Note that Python is not for web development only.
for example you can use it in embedded systems.

Python is a "general" scripting language while PHP (Personal Home Page) is mostly user by servers and hackers. I'd say that Python is better...

php is good and easy to use for small (web) projects. Not sure how scalable it is though.
